You cannot run it (license and probably software restricted) on the other hardware and / or virtualized. You can use Windows Storage Server only with the hardware your OEM (in your case Dell) had provided.

The server needs to be reinstalled however they claim a disk was never sent, Dell has no media to sell or ship, Technet/MS OEM Distro Center has no ISO download and from what I can find it was an OEM install only and no other media is. Then I also contacted Dell, but they say it is not possible to do this. We have a client who purchased a Dell Server with 2012 Server Foundation installed.
